REGULATIONS


1. ORGANIZERS


Turkish Chess Federation, by the sponsorship and support of Gaziantep Metropolitan Municipality, under the auspices of the City of Gaziantep and the European Chess Union.

 

2. VENUE AND DATE

The three Championships (2012 European Individual Women, 2012 European Women Blitz, 2012 European Women Rapid) will be held in Gaziantep from March 1st (day of arrival) until March 19th (day of departure) 2012.

 

Opening and closing ceremony and matches will take place in The Anatolian Hotel Gaziantep.

3. PARTICIPATION

The 13th European individual chess championship for women is open to all players representing the Chess Federations which comprise the European Chess Union (FIDE zones 1.1 to 1.10) regardless of their title or rating. There is also no limit of participants per federation.

 

4. SYSTEM AND RATE OF PLAY

The championship will be based on Swiss system in accordance with the ECU Tournament Rules and FIDE Rules of Chess. Zero-tolerance rule will be applied for each round as default time is 0 minute.

The playing time will be 90 minutes for 40 moves plus 30 minutes for the rest of the game with an increment of 30 seconds per move, starting from move one.

 

Communication between players (the offer of draw) is forbidden until the 40th move has been played.

5. DRESS CODE

The ECU Rule related to dress code – Chapter B Article 13 - will be applied at this competition. (Appendix 1)

 

6. RANKING AND TIE-BREAK PROCEDURE

The order of players that finish with the same number of points shall be determined by application of the following tie-breaking procedures in sequence, proceeding from (a) to (b) to (c) to (d) the extent required:

 

(a)    Performance Rating, the highest number wins;

(b)   Buchholz cut - 1, the highest number wins;

(c)    Buchholz, the highest number wins;

(d)   Number of wins, the highest number wins.

 

In the case of unplayed games for the calculation of (a), (b) and (c) the current FIDE Tournament Rules shall be applied.

In the case there are less than 75 % rated players, the following criteria will be applied:

(a)    Buchholz cut - 1, the highest number wins;

(b)   Buchholz, the highest number wins;

(c)    Number of wins, the highest number wins.

 

7. QUALIFIERS

The 13th Individual European Chess Championship for women is qualification event for the next World Cup. According to FIDE regulations and the decision of the ECU Board, 14 players will qualify.

 

8. PRIZES

A player can get one prize only. 

According to Article 4.4 of the ECU Tournament Rules and regulations, the money prizes will be equally shared among the players with the same score.

According to Article 14.1.1 of the ECU Tournament Rules and regulations, if one of the prize – winners is absent during the closing ceremony, his money prize will be reduced by 20% with a minimum of 100 €.

8.2 Special Prizes:

By respecting performance rating after the final round following prizes will be given as special prizes by Turkish Chess Federation.

10. APPEALS PROCEDURE

 

Protests against decisions of the Chief Arbiter must be submitted in written form to the Chairman of the appeals committee within one hour after completion of the playing session. The protest must be accompanied with the sum of 100 €, as a deposit from the signatory. The deposit must be handed to the Chairman of the appeals committee. If the appeal is granted, the sum shall be returned immediately. If the appeal is refused, the deposit is forfeited to the European Chess Union.

The appeal has to be lodged by the player.

The decisions of the Appeals Committee are final.

 

11. APPLICATIONS & REGISTRATION

The national federations are kindly requested to fill in and return the Application Form to the Organizer’s e-mail address or fax number not later than February 14, 2012.

 

Late registrations will not be accepted.


12. ACCOMMODATION& TRANSFER

 

Official Hotels: All players, guests and extra participants are invited to stay in official hotels on following conditions.

5 stars hotel: The Anatolian Hotel Gaziantep

Full board in double room per person per day: 69,00 €

Full Board in single room per person per day:   89,00 €

 

4 stars hotel: Uğur Plaza Hotel Gaziantep

Full board in double room per person per day: 49,00€

Full board in single room per person per day: 69,00 €

 

Participants who do not stay in official hotel will pay 200,00 € total compensation fee for organization.

 

Also those participants are responsible for themselves for any issue related with organization (such as food, lodging, shuttle service, security, etc.). All players staying out of official hotels are responsible for zero-tolerance rule as being late to playing venue. For the players stay in official hotels, organizers will provide proper scheduled shuttle service to be at the right time in playing venue.

 

Reservations and payments for hotels must be made before 14th February 2012. Payments in advance must be transferred to the bank account given in chapter 13.

 

TRANSFER FEE: The Organiser provide transfer from Gaziantep Airport to the official hotels -55 € per person two way / 75 € if only one person transferred

13. ECU FEE


In accordance with the ECU regulations, GM, IM, FM, WGM, WIM, and WFM are required to pay a fee of 65,00 € /person, while other players have to pay 130,00 €/person as the entry fee.

 

According to the ECU regulations (Art. B.9.5.1), the entry fee shall be paid by the federations to ECU before or at the start of the competition. If the entry fee is not paid for a player until the end of round 2, this player will not be paired in subsequent rounds.

 

14. PAYMENT

At the time of registration, the foreign participants will be required to effect payment of the organization fee in favor of foreign currency account of the Turkish Chess Federation, according to the following instructions:

All bank commissions should be paid by sender, although even if it is paid by the sender, there is usually a transfer cost on Turkish side (18 € (Euros) for each transfer), this will be charged to sender. If a participant after paying this fee withdraws from event, it will not be reimbursed.

 

15. ADDITIONAL REGULATIONS

 

Analyzing is not allowed in the playing hall.

During the game the players are not allowed to go to the analyzing room or to the press room.

Flashes may be used only in the first ten minutes of each round.

Only the players and arbiters shall be allowed in the actual playing area, except with the express permission of the Chief Arbiter.

Players are not allowed to enter the closed area of the top boards, if they don’t play there themselves.

As long as the game is in progress a player may talk only to an arbiter or with his opponent as permitted by the Laws of Chess.

In case of pre-arranged results the chief arbiter can decide that the result of the respective game is 0 - 0.

We assume that all the players have read the Tournament Regulations and are obliged to obey them.

16. MEDICAL CARE

During the Tournament there will be Medical Services according to the FIDE Tournament Regulations. The Organizer is not responsible for any health insurance of players. Players have to insure themselves for health and accident risk for the period of the championship. The Organizer will provide suitable emergency medical facilities, during to the play of hours at tournament hall.



17. ELECTRICITY

The standard voltage in Turkey is 220 Volts.  The plugs used for appliances are twin round plug.

 

18. CURRENCY & EXCHANGE

 

The local currency is the Turkish Lira. At the time of publication exchange rates are :

19. VISAS

The Federations or players who need assistance with their visas are asked to contact the Organizing Committee before 14 February 2012.
